What is the ruling on performing Friday Prayer in an incomplete building on a sidewalk opposite an overcrowded mosque?

The Friday prayer and congregational prayer are valid in a place crowded with worshipers, provided they can follow the Imam by hearing the takbir (Allahu Akbar) or seeing the worshipers. This is the view of the Malikis, Shafi'is, and the chosen opinion of Ibn Qudamah from the Hanbalis.
