Is the Friday Prayer sufficient if all the worshippers in a non-Muslim country are foreign residents or visitors?

Jumu'ah prayer is obligatory for residents in that country, even if their residency is temporary, as long as it severs the ruling of travel. Permanent residency is not a condition for it.
