While others are of the view that it expiates both minor and major sins, based on the apparent meanings of the hadiths. The meaning of their expiation is the dropping of the sin, not the dropping of the obligation to make up (the missed acts). So, whoever performed Hajj but was not praying, the sin of abandoning prayer is dropped from him, but he is still obligated to make up the prayers he missed, according to the majority, and this is the preferred view.
