Is it permissible to combine the intention of fulfilling a vow with the intention of performing Tarawih or Qiyam al-Layl (night prayer)?

Night vigil (Qiyam (definition) al-Layl) is achieved by any prayer performed therein, whether obligatory (fard) or supererogatory (nafl). So, whoever prays a vow at night automatically receives the reward for the vigil and the fulfillment of their vow. Night vigil is achieved through supererogatory prayers, even if they are time-bound like the Sunnah (definition) of 'Isha' or Witr, or through obligatory prayers like qada' (making up missed prayers) or vows. Furthermore, Tarawih prayer can be combined with the intention of an obligatory prayer, such as a vow, as it does not require a specific intention according to some scholars.
