Is it sunnah to make up the pre-Asr rawatib prayer in congregation after the fard prayer, or is it better not to do so?

Prayer after Asr is a time of prohibition according to the majority of scholars. However, scholars differed on the permissibility of performing prayers with specific reasons (dhawat al-asbab) during times of prohibition, with the more preponderant opinion being permissibility. If a person prays two or four rak'ahs before Asr with the intention of performing the regular Sunnah (definition) prayers (Sunan Rawatib), this is permissible according to some scholars, such as the Shafi'is, who consider it legitimate to make up missed regular Sunnah prayers during times of prohibition. If this person follows someone who issues such a fatwa (definition), then there is no blame upon him.
