It is permissible for a Muslim to pray Fajr in a market prayer area or any pure place if its time has come, due to the general saying of the Prophet, may Allah's prayers and peace be upon him: "The earth has been made for me a mosque and a means of purification, so wherever a man of my Ummah is, and the time for prayer comes, let him pray." The time for Fajr prayer begins from the appearance of true dawn and ends at sunrise. So, whoever prays it thirty minutes after the appearance of dawn has prayed it within its prescribed time as performance, not as a make-up.
