The answer

Allah has specified the prayers with known times, and it is not permissible to offer them early or delay them, except with a legitimate excuse. Allah the Almighty said: "Indeed, prayer has been decreed upon the believers a time-bound ordinance." And He, glorified be He, warned those who delay them beyond their time. Therefore, the wife must repent to Allah and maintain performing the Fajr prayer on time. If she insists on negligence, then she is disobedient (nashiz). First, she must be admonished and warned of Allah's punishment. If that does not benefit, then abandon her in bed (turning your back to her). If abandonment does not benefit, then you may strike her with a non-violent strike, prevent her from sleeping at Fajr time, and compel her to wake up to perform the prayer on time.
