The answer

The prohibition of prayer at specific times is to avoid resembling the disbelievers during their times of worship, as they prostrate to the sun when it rises and sets. This is the meaning of "for it rises between the two horns of Satan." The prohibition of prayer after Fajr until sunrise and after Asr until sunset is to block the means and avert resemblance to the disbelievers.
