If a young man repents from tattooing and his religion and character become good, then there is no objection to accepting him as a husband, for "the one who repents from sin is like one who has no sin." As for the effect of tattooing on purity (tahara) and prayer (salat), if it is possible to remove it, then that is obligatory, because its place becomes ritually impure due to the blood. Otherwise, it is excused, as jurists have stipulated, and the tattooed area becomes pure with washing because it is a mark difficult to remove.
