The majority of scholars prohibit it, citing Hadiths that restrict this to travel, and some have even claimed a consensus on this prohibition. However, some permit it, relying on the unrestricted nature found in some Hadiths and the absence of a travel-related condition, such as the action of Anas (may Allah be pleased with him) and the view of the Zahiri school. The more cautious approach is to act according to the view of the majority and refrain from performing voluntary prayers on a riding animal when not traveling, in order to avoid controversy and to act upon theided Hadiths; because the more preponderant view is to interpret the unrestricted (absolute) according to the restricted (qualified).
