Is inserting something other than the male organ into the anus considered sodomy, and does it necessitate ghusl?

Sodomy is one of the most heinous abominations and more repulsive than adultery. Its punishment is the killing of the perpetrator. What the questioner asked about is a strong pretext for sodomy, rather it is forbidden in itself, because Allah did not permit men to derive pleasure from this act. Allah has described the believers as those who guard their private parts, except from their wives or those whom their right hands possess. The perpetrator of this act must strive against himself and abandon it, and repent to Allah with sincere repentance. Ghusl (definition) (ritual bath) is not obligatory for this act unless semen is discharged.
