A girl's statement that she cannot stop masturbating is a response to the seduction of Satan. She must repent and cut off the snares of Satan, for she is in grave danger. Masturbation is forbidden, and ghusl (definition) (ritual bath) is not required from it unless semen is discharged. A woman must fear Allah and perform ghusl if discharge occurs. Tayammum (definition) (dry ablution) is not sufficient as long as water is available and its use does not cause harm. Modesty does not permit abandoning ghusl and resorting to tayammum, and abandoning prayer is a grave sin.
