For the validity of Wudu (ablution) and (ritual bath), it is a condition that water reaches the parts of the body being purified, as Allah, the Most High, says: "O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles" (Quran 5:6). Therefore, if the paint has a physical substance that prevents water from reaching the limb, the purification is not valid. Accordingly, it is necessary to remove paint that has a substance before performing Wudu or Ghusl.
