The answer

If the speaker means that the religion has been perfected and that the Prophet, peace and blessings be upon him, delivered the message completely, then his statement is correct.

However, if he intends disparagement, meaning that the religion did not need the Messenger, peace and blessings be upon him, to deliver it, then he has lied and apostatized from Islam. He must repent, pronounce the two testimonies of faith, and perform a ritual bath (). The Hanafi jurists have explicitly stated the disbelief of anyone who intends disparagement by saying that the Messenger was illiterate, and Muslims have unanimously agreed on the disbelief of anyone who insults Allah or His Messenger, or rejects anything that Allah has revealed.
