The question

Do the droplets of water splattered from the Western toilet, the contamination of which cannot be discerned, affect the purity of the seat and the adjacent floor? And is pondering over such minor issues considered a praiseworthy precaution or an exaggeration and a form of scrupling?

The answer

"Avoiding impurities is commendable as long as it does not lead to obsessive doubts (waswasah). The default state is purity, and unless one is certain that impurity has reached something, it remains pure. Droplets splashed from Western toilets are judged to be impure if they separated from the impurity before it was removed. The spot must be purified if one is certain that impurity has touched it. Doubt does not necessitate anything, because the default state is the continuation of purity. Doubting the purity of the ground adjacent to the place of relieving oneself and whether impurity has transferred from it to other places are delusions that must be discarded."
