Is impurity removed by drying or wiping, such that it does not transfer to other things, just as it is removed by means other than absolute water according to the Malikis, especially if a chair is touched by impure water that has not changed in its characteristics and then dries?

What you have read about the Maliki school, that impurity does not transfer after its essence has been removed by other than pure water, while its حكم (ruling/effect) remains; this is correct and is well-known in theذهب (Maliki school of thought). So, if the impurity is removed by other than pure water, the place where it was does not become impure, even if the place is wet. Some scholars have held that if the impurity is removed by anything, its ruling/effect is also removed.
