The answer

Wiping does not purify the toilet seat from urine; rather, it must be washed with water. If the urine dries or is removed by wiping, whatever comes into contact with it from the body and other things will not become impure if both are dry. However, if the seat or body is wet, it will become impure by sitting on it.
