Must a laptop or mobile phone be purified with water if it has been touched by madhy (pre-seminal fluid) that has not yet dried on the hand, knowing that water will harm the device? And is there a way to purify it without needing water?

If washing an impure device would ruin it, then it is sufficient to purify it by wiping.
