Must trousers be washed if they are stained by wet impurity from underwear?

If a person finds impurity on his inner garment, the trousers above it do not need to be washed unless he is certain that the impurity has transferred to them. However, if he doubts its transfer, the trousers are not rendered impure, because the original state of an item is purity.
