The answer

Madhi (pre-seminal fluid) is impure and invalidates ablution. Its emission necessitates washing the penis only, according to the more preponderant opinion, and it is recommended to also wash the testicles. If what landed on the foot is not confirmed to be madhi, then there is no need to wash it. The ground does not become impure merely by doubt, for its original state is purity. There is no harm in using a place whose purity is doubted. It is advised to refrain from obsessive doubts and not to pay attention to them.
