What is the ruling on one who cleanses himself after defecating with a bidet and soap, by rubbing the area with soap using his hand then rinsing it?

The purpose of istinja (definition)' (cleansing after defecation or urination) is to remove impurities and purify the area. It is permissible to use soap with water to further enhance cleanliness. If it is highly probable that cleanliness is achieved by the force of the water stream, then it is not a condition to use the hand. However, if cleanliness is not achieved except by hand, then its use is necessary. Pure water alone is a purifier, and it is not obligatory to use soap even if the odor of the impurity remains, due to the difficulty involved in that.
