The answer

is prescribed when water is unavailable or when one is unable to use it, such as due to extreme cold water where there is a fear of illness, provided there is no means to heat the water. It is permissible for a person in a state of major ritual impurity (junub) to pass through a mosque out of necessity, based on the Almighty's saying: "nor a person in a state of major ritual impurity, except while passing through," and the "I do not permit the mosque for a menstruating woman nor a person in a state of major ritual impurity" is weak. If a person in a state of major ritual impurity performs tayammum and prays in the mosque, their prayer is valid and they are not required to repeat it.
