Is changing clothes instead of performing ghusl sufficient when semen is discharged outside the home and it is difficult to perform ghusl in the hotel, and is purity thereby attained?

Ghusl (definition) becomes obligatory upon the emission of semen with desire and gushing in a wakeful state, or its emission during sleep, whether with desire or without, regardless of whether one remembers a wet dream or not. This is based on the Prophet's (peace and blessings be upon him) saying: "And if you gush forth water, then perform ghusl," and his saying (peace and blessings be upon him): "If she sees water." Therefore, for one who is required to perform ghusl, changing clothes, performing ablution (wudu), or performing dry ablution (tayammum (definition)) is not sufficient, unless water cannot be used or is unavailable.
