Is it permissible for one performing tayammum to lead worshippers in prayer when there is no other imam available?

It is permissible for someone who has performed to lead those who have performed wudu in prayer, if their tayammum was due to a legitimate Shar'i excuse for minor or major impurity. There is no harm in this, even if someone else qualified to lead prayer is present.
