Is it permissible to perform tayammum when tap water turns brown and the reason for it is unknown?

Sometimes, the water's color changing to brown due to the container does not prevent its use for purification. Tayammum (definition) (dry ablution) in this case is invalid. Whoever performed Tayammum must repeat the obligatory prayers they offered and continue to make up for them until they are reasonably certain that their obligation has been fulfilled, unless they adopt the view of Sheikh al-Islam Ibn Taymiyyah and those who agree with him, who hold that making up prayers is not obligatory in this situation.
