Only the place where the impurity exits must be washed, and it is not obligatory to wash the entire penis after urination. According to the majority of scholars, ’ (cleaning oneself) after urinating is obligatory, and neglecting it invalidates the prayer, based on the : "He does not purify himself from urine."
