The question

Is it permissible to suffice with (هُوَ أَنشَأَكُم مِّنَ الأَرْضِ وَاسْتَعْمَرَكُمْ فِيهَا) "He produced you from the earth and settled you in it" from the noble verse without completing it, for the purpose of encouraging construction and development, or is there a suggestion for another verse about construction and development?

The answer

There is no harm in quoting only part of a verse when using it as evidence, and this is demonstrated by the actions of the Messenger of Allah (peace and blessings be upon him) and his Companions, and the actions of the people of knowledge.
