Is it permissible for a menstruating woman to read the Qur’an from books of Tafsir (exegesis) without touching the Mus'haf, and is it permissible for her to recite the Qur’an as adhkar (remembrances) (such as Surat Al-Mulk or Ayat Al-Kursiyy) from memory on a mobile phone?

The four Madhhabs agree on the permissibility of a menstruating woman reciting the Quran according to the Malikis, and a narration from Ahmad chosen by Ibn Taymiyyah and Ibn Baz, which is the most preponderant opinion, due to the absence of explicit, authentic texts prohibiting it, and because women used to menstruate during the time of the Prophet, peace and blessings be upon him, and he did not forbid them from reciting.

There is no harm for a menstruating woman to touch books of Tafsir (definition) (Quranic exegesis) and mobile device memory, because they are not called a Mus'haf (physical copy of the Quran), and the verses in them are less than the exegesis. Reciting Ayat al-Kursi and Surat al-Mulk before sleeping is among the legislated matters.
