Is it permissible for a charitable committee concerned with memorizing the Quran and its sciences to spend from Zakat funds on Quran memorization projects, establishing and equipping centers for it, salaries for Quran memorizers, and projects concerned with Quranic sciences such as exegesis and publications?

The recipients of Zakat (definition) are specified in the verse: "Zakah expenditures are only for the poor and for the needy and for those employed to collect [Zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the wayfarer - an obligation [imposed] by Allah . And Allah is Knowing and Wise." The category "for the cause of Allah" is specific to jihad and its necessities.
