Is a Muslim required to recite the Qur’an with tajwid, both inside and outside of prayer?

A Muslim recites the Holy Quran, and Allah Almighty has commanded its slow, measured recitation: (and recite the Quran with measured recitation). Measured, beautified recitation is more conducive to humility in the heart, quicker to understanding, and brings greater tranquility. The early Muslims (Salaf) forbade fast, un-beautified recitation. The Prophet, peace and blessings be upon him, would prolong and beautify the letters in his recitation. There is no harm in reciting the Quran quickly (hadr) while observing the rules of tajweed (definition) for those who wish to read or review outside of prayer. Observing the rules of tajweed is obligatory in recitation, and Imam Ibn Al-Jazari said: "And applying tajweed is an absolute necessity; whoever does not apply tajweed to the Quran is a sinner."
