Is it obligatory to say the A'udhu and the Basmala before reciting any Quranic verse, whether when citing it in a discussion or when reading what is written of verses, or is one of them sufficient, or saying "Allah Almighty has said"?

Allah Almighty commanded seeking refuge (isti'adha) when reciting the Qur'an. Some scholars held it to be obligatory, while the majority considered it recommended. As for the Basmala, it is necessary when starting recitation from the beginning of a surah (definition) (except for Surat Al-Bara'ah), and optional when starting from parts or verses.

However, when quoting or using Qur'anic verses as evidence, neither the isti'adha nor the Basmala is legislated. The Prophet, peace and blessings be upon him, and his Companions would quote verses without them, contenting themselves with saying: "Allah Almighty said," or similar phrases.
