Is the seeking of refuge (isti‘adhah) and the recitation of "In the Name of Allah" (basmalah) obligatory when quoting every Quranic verse as evidence in an article or text, or can the verse be mentioned directly?

It is prescribed for a Muslim to say "A'udhu billah" (seeking refuge with Allah) and "Bismillah" (in the name of Allah) when reciting the Holy Quran from the beginning of a surah (definition). When starting from within a surah, it is sufficient to say "A'udhu billah." However, when quoting the Holy Quran as evidence, neither "A'udhu billah" nor "Bismillah" is prescribed. It is sufficient to say: "Allah Almighty says," to distinguish the words of Allah from other speech. This is what the Sunnah (definition) of the Prophet and the understanding of scholars indicate.
