Is it permissible to sometimes recite Surat Al-Waqi'ah every night without ablution, and to recite Surat Al-Mulk at dawn in the mosque, along with reading from the Mus'haf after Fajr prayer and in the evening, and completing the Qur'an?

Weakening the hadith (definition) about the virtue of reciting Surah (definition) Al-Waqi'ah after Maghrib, and clarifying that its recitation is permissible for one who has a minor ritual impurity, though it is better to be in a state of ablution. And that regularly reciting Surah Al-Mulk at Fajr prayer in the mosque is an added innovation, while what is established is its recitation before sleep. The Qur'an is a great act of worship with immense reward, and the reciter is rewarded tenfold for every letter.
