Is the shivering and coldness that afflicts a person performing prayer, or reciting the Quran, or supplicating, which he describes as often occurring during prayer, Quran recitation, and supplication, a sign of the awe (khashyah) intended in His — the Almighty’s — saying: "Their skins shiver therefrom, of those who fear their Lord"?

The interpretation of verse 23 from Surah (definition) Az-Zumar explains that the goosebumps experienced upon hearing the Quran come from fear and awe of the warnings it contains. Then, the skins and hearts soften at verses of mercy or when Allah is mentioned generally. Al-Qurtubi mentioned that the Companions' eyes would tear up and their skins would shiver when the Quran was recited. It is stated in hadiths that the shiver of a believer's skin out of fear of Allah expiates sins and makes one forbidden to the Fire. If goosebumps occur due to the mention of Hellfire and punishment or remembrance of Allah's greatness, then this is a sign of goodness.
