The question

Is it permissible to write "عليمم براءة" (aleem-mm bara'ah) when joining the end of Surat Al-Anfal with the beginning of Surat At-Tawbah, and is it correct to write two "meem" letters when joining in the word "عaleem"?

The answer

The second small, effaced mim, written as a diacritical mark with a single damma above the original mim that is vocalized with dammataan (double damma) in the Mushafs, indicates that the nun of the tanwin (nunation) is to be vocally transformed into a mim with ghunna (nasalization) before the letter ba. This writing convention is correct for every word that is vocalized with tanwin and is followed by a ba, and it is not exclusive to the word "ʿAlim." This mim is written in the place of the second tanwin mark because it serves as a substitute for it, and it is not permissible for it to be written attached to the original letter vocalized with tanwin.
