The answer

The original order of the surahs of the Noble Qur’an according to their revelation is not without issues, and it is not possible to accurately determine a correct order for the revelation of all the Qur’anic surahs. There is no order that stands up to scrutiny in its entirety or is based on strong chains of transmission. The order of the surahs according to their revelation may involve some approximation, as chapters of some Meccan and Medinan surahs were not revealed at once but over periods, and chapters from later surahs in the order might precede or follow chapters from earlier surahs.

Several arrangements for the revelation of the surahs have been attributed to the Companions and the Tabi’in, and some of them have appeared in the introductions of tafsirs and printed Qur’ans. One of the adopted arrangements is that found in the of the calligrapher Qaddur Ghali, which was printed with the permission of the Egyptian Directorate of Qur’anic Recitations (Mashyakhat al-Maqari’ al-Masriyyah). This arrangement has been adopted by some modern studies because it was supervised by a committee of scholars. The order mentioned in the question is the same as that cited by Muhammad 'Izzat Darwazah in his book "Al- al-" (The Modern Tafsir).
