If the fund is financed by usurious interest, then it must be spent on charitable causes and general public welfare for Muslims, or given as charity to the poor and needy, because it is ill-gotten wealth that one does not own. It is permissible for the poor and needy to take from it. As for one who is not poor, they have no right to it unless they take it to spend it on Muslim welfare or distribute it to the poor. Rejecting illicit money if it is given to one who does not own it may be considered an act of transgression.
