Is it permissible to steal ill-gotten money to spend it on the poor and on charitable causes?

Allah Almighty is good and accepts only what is good. It is not permissible to achieve nearness (to Allah) through forbidden means. A noble goal does not justify means that Allah has forbidden. Such an act is like that of a woman who committed adultery in order to give charity.
