To whom is the surplus money from the postal service given, and is it permissible to donate it to someone?

If the aforementioned money originates from the state treasury as government funding or revenues belonging to the state, then it should be placed where the state has designated it. However, if it comes from usurious interest from savings funds in post offices, banks, and other usurious institutions, then this is usury forbidden by Islamic law. It must be disposed of by spending it on the poor and needy or on public interests for Muslims, not with the intention of charity, but rather to rid oneself of unlawful money. Therefore, if the surplus is from state revenues, it should be returned to the state. If it is from usury, it should be spent on public interests.
