The answer

The scholars have unanimously agreed upon the obligation of appointing a ruler (Imam or Caliph) who would succeed the Prophethood in safeguarding the religion and managing worldly affairs. This is due to the establishment of people's interests that results from it. Due to its importance, it was placed in the books of creed, and it is not permissible to belittle its significance, while taking into consideration people's circumstances and being gentle with them.
