Is it permissible to accept a friend request from a paternal cousin on Facebook and view photos of older paternal cousins, and is it permissible to browse a man's Facebook page to see what he publishes?

It is permissible to accept a friend request from a paternal male cousin on Facebook, provided that his page is free of forbidden content, is beneficial, and is secure from fitna (temptation/strife). It is also permissible to browse the photos of male cousins if fitna is secure. There is no objection to a woman viewing the page of a man who is a mahram (definition) to her if fitna and corruption are secure. However, it is preferable to avoid this unless there is an overriding benefit, such as listening to a preacher, in order to block the means to evil (sadd al-dhari'ah).
