There is no blame on someone who stays in Aziziyah, Muzdalifah, or other lands outside of Mina if they do not find accommodation in Mina during the days of Hajj. And whoever has the sun set on them on the twelfth day, while they are in Aziziyah or similar places, is not required to remain in their accommodation until the thirteenth day, just as they are not required to stone on the thirteenth.
