Is it incumbent upon one who stayed in Al-Aziziyah, Makkah Al-Mukarramah, during the Days of Tashreeq due to an inability to stay in Mina, and for whom the sun set on the second day of Tashreeq, to remain in his dwelling until the sun declines on the third day, like the people of Mina?

There is no blame on someone who stays in Aziziyah, Muzdalifah, or other lands outside of Mina if they do not find accommodation in Mina during the days of Hajj. And whoever has the sun set on them on the twelfth day, while they are in Aziziyah or similar places, is not required to remain in their accommodation until the thirteenth day, just as they are not required to stone on the thirteenth.
