Is there a penalty of blood (dam) incurred by someone who violates the fatwa of his country's mufti regarding the time for stoning the Jamarat on the Day of Sacrifice, relying on another fatwa, knowing that the mufti issued a fatwa stating that the stoning begins from the decline of the sun on the Day of Sacrifice until the end of the Days of Tashreeq, provided that the period between the two stonings is not less than 24 hours?

The Grand Mufti (definition)'s fatwa (definition) does not eliminate disagreement, and it is permissible to contravene it if based on sound evidence, unlike a ruler's decree which is binding on everyone. Throwing the Jamarat (definition) Al-Aqaba after sunrise is sufficient by consensus, and this was the Prophet's (peace be upon him) practice. As for throwing the [other] jamarat during the days of Tashreeq, it takes place after Zawāl (midday) and extends until sunset or dawn.
