The gushing blood from the sacrificial animal is impure; it is not permissible to smear oneself with it. The blessing in the blood of the sacrifice comes from the reward and recompense that the sacrificer receives, as stated in the : "Indeed, the blood reaches a place with Allah before it falls on the ground."

As for the blood remaining in the veins, it is pure, but it is not permissible to seek blessings from it, as the has not prescribed seeking blessings from the blood of the sacrifice, whether it is gushing or remaining in the veins.
