The answer

Allah Almighty is "the Wise" in His sayings, actions, creation, and management. A certain number may be repeated in the Qur'an and for a wisdom known to Allah. It is not permissible to definitively state the wisdom behind this repetition except with a legal text, and the (independent reasoning) of scholars in this regard is merely an attempt to seek understanding, with the necessity of being cautious against artificiality and speaking about Allah without knowledge. The exegetes did not mention a specific wisdom for the number ten, but Ibn al-Qayyim spoke about the characteristics of the number seven.
