The answer

A vow of obedience must be fulfilled, for the's ﷺ (peace be upon him) saying: "Whoever vows to obey Allah, let him obey Him." A vow specified by a time must be fulfilled at its appointed time. As for an unrestricted vow, it is permissible to fast it at any time, except for and the two Eid days (Eid al-Fitr and Eid al-Adha) and the days of Tashreeq. It is not valid to fast a vow or anything else in Ramadan, because it is specifically designated for the obligatory fast. Similarly, it is not valid to fast the two Eid days and the days of Tashreeq due to the prohibition of fasting them. It is also not permissible to combine the intention of a voluntary fast (like a vowed fast) with an obligatory fast in Ramadan.
