What is the ruling on a person asking for a portion of the seer's money in exchange for a vision he saw for him, and what is the ruling on his contradictory interpretation of the vision after the seer refused to give him the money?

Giving good tidings (al-basheer) is among the recommended Sunnah (definition) acts, noble manners, and the custom of honorable people. There is much evidence for this, including the story of Ka'b ibn Malik's repentance and the story of Maria al-Qibtiyya giving birth to Ibrahim, the son of the Prophet, peace and blessings be upon him. It is a recommended act, not an obligation, so one who refrains from it does not deserve punishment or blame. However, responding to someone who refrains from giving good tidings by wishing evil upon them, plotting against them, or interpreting dreams out of caprice and ignorance to cause sorrow to a Muslim, is a blameworthy character trait and a despicable behavior. It involves harming a Muslim, which is not permissible according to Sharia (definition).
