The answer

The "Hizb al-Sayfi" (Sword Litany) has no proven chain of transmission back to Ali (may Allah be pleased with him); it is a report without foundation. One is prohibited from acting upon it due to the lack of evidence. Following it is considered a form of transgression in supplication. It may contain innovations (bid'ah) or contraventions of Islamic law. The prophetic invocations and supplications are the best for a Muslim to seek out. It is not permissible for anyone to institute for people a type of invocation that is not and make it a regular act of worship, because that is an innovation in religion. What is authentically reported from the Prophet (peace be upon him) of supplications and invocations suffices and renders such innovated litanies unnecessary.
