The answer

There is no Shariah-based evidence to prove that saying "Bismillahir Rahmanir Rahim, wa la hawla wa la quwwata illa billahil Aliyyil Azeem" (In the name of Allah, the Most Gracious, the Most Merciful, and there is no might nor power except with Allah, the Most High, the Most Great) after Fajr and Maghrib makes the speaker among the fortunate. The principle concerning acts of worship is to pause at what has been authentically transmitted. Indeed, authentic hadiths have been narrated regarding the virtue of "la hawla wa la quwwata illa billah" (there is no might nor power except with Allah), stating that it is a treasure from the treasures of Paradise.
