The in question is weak because it was only transmitted as mursal in Kanz al-Ummal, and a part of it was reported in Sunan al-Bayhaqi and Mushkil al-Masabih with weak chains of transmission (asanid da'ifah). Al-Albani judged it to be fabricated (mawdu‘) in Silsilat al-Ahadith ad-Da'ifah (1/476).
